About how good is public transportation in Seattle?

I currently live in Minneapolis / Saint Paul area in Minnesota and I’d consider our public transportation to be reliable but not very good.
I’m wondering how good is Seattle area’s? I know Seattle is a fairly dense city, not very sprawling which tends to go hand in hand with good public transportation.

Who Paints Surreal Paintings of a Frozen Seattle?

A few years ago there was a guy that set up shop around Christmas in the Northgate Mall in Seattle and sold paintings of the Seattle area frozen and under water. I’m pretty sure he had a website, but I can’t find it for the life of me. The paintings had things like the Space Needle or downtown Seattle, under water with dolphins swimming by, or covered in snow with frolicking polar bears. Can anyone else find this guy’s website? Thanks!
